Submit Page
The Submit page provides options for you to do the following:
- Submit a new project to SHPO
- Send additional information for an existing project
- Manage an initial project submission
In the top navigation bar, click Submit (between Home and Search) to open the Submit page, as shown below.
The main menu options are presented as tiles with images. These correspond to specific project types:
- Consultation Project: The most common type of project reviewed by SHPO. If your project requires formal comments or a finding letter, you must submit it through CRIS. This includes projects that are being reviewed under New York State Historic Preservation Act Section 14.09 or National Historic Preservation Act Section 106. SHPO also provides comments for CEQR and SEQR projects through the consultation process. See SHPO’s Environmental Review page for more information on these programs.
- Independent Survey: These projects comprise building and archaeological surveys that are not conducted as part of a consultation project, along with independent Trekker survey proposals. If you need to submit a survey as part of a consultation project, you must do so through the consolidated response page containing SHPO’s survey request. If SHPO has not yet requested the survey, please contact CRISHelp@parks.ny.gov to ask SHPO to issue the survey request.
- Request for Evaluation of Eligibility: Also known as determinations of eligibility, requests for evaluation of eligibility allow you to submit a building, structure, or other built resource to SHPO and request SHPO’s evaluation of the resource’s eligibility for the New York State Register and National Register of Historic Places. Unlike a consultation project, this process does not result in an impact or effect finding letter. It also does not result in the nomination of the resource for listing on the State or National Register, though an eligibility evaluation can be a preliminary step before proceeding with a National Register application.
- National Register Application: This form allows you to submit a building, structure, district, or other cultural resource for SHPO to consider for nomination to the New York State Register and National Register of Historic Places. The historically significant properties on the New York State Register and National Register receive a measure of protection from the effects of projects that are sponsored, licensed, or assisted by federal and/or state agencies. There are also tax credit programs available to owners of qualifying listed properties. See SHPO’s National Register, Environmental Review, and Tax Credit Programs pages for more information on these programs.
- Inventory Form: This option allows you to submit information about a historic property without the need to create a full survey or project record. SHPO will review the information and upon approval, SHPO will add it to the property record in CRIS.
The last tile has additional options:
- Commercial Tax Credit Pre-application: You may use this form to submit information for an income-producing property that may be eligible for the federal and state commercial tax credit programs. Presently, applicants for homeowner tax credit programs must send their applications directly to SHPO, rather than through CRIS.
- Submit New Information for an Existing Project: You may use this form to submit photographs or attachments for a project that is already under SHPO review. These files will go to SHPO’s processing queue and will eventually be added to the project as a subsequent submission. If SHPO has issued an information request in response to a previous submission, you must fulfill the request on the consolidated response page, rather than through the Submit New Information form.
- View an In-Progress Initial Submission: If you need to view an initial submission’s contents without making changes, this tool will open the submission as read-only. Viewing the submission in this way will not remove the submission from SHPO’s processing queue.
