View and Download Effect Finding Letters

When SHPO has finished reviewing a consultation project, the reviewer(s) assigned to the project will typically issue an impact finding letter (for New York State Historic Preservation Act Section 14.09 reviews) or an effect finding letter (for National Historic Preservation Act Section 106 reviews). In CRIS, these letters are generically referred to as effect finding letters. The letter will contain the comments of the reviewer(s) with respect to the project’s impacts or effects on historic resources.

When SHPO issues the finding letter, an “Effect Finding Rendered” email notification will be sent to the project’s contacts. This letter will include a link and a token. If you are not already logged into CRIS, the link will take you to the CRIS landing page. After you sign in or proceed as a guest, you will be taken to the effect finding page, as shown below.

You may also use the 12-character token provided in the email notification. On the left side of the Communicate page, under I would like to view or address information for one of the following communication areas, click the View Project Information (Consultation Effect Findings) link. A sidebar will open on the right with a Token field. Copy the token and paste it in the Token field and click the Start button to open the effect finding page, as shown below.

The View a Consultation Project Effect Finding module provides the project identification and a button for downloading the finding letter.

The project’s number and name will display near the top of the page, along with a View Project button that opens the project details. Below this is an Attachments grid that lists the effect finding letter(s) for the project. Click the download (green arrow) button to view or download the letter. If your browser is preventing the letter from opening in a new tab, you may need to change your browser settings to enable popups for CRIS.

If a project was closed and later reopened for further review, it may have more than one effect finding letter. In this case, the earlier letter(s) will usually be labeled Prior Effect Finding in the Type column. The most recent letter, with the type Effect Finding, takes precedence.

To exit the finding page and return to the Communicate page, click the Close button in the upper right corner.
